Seems very forward thinking and innovative for NASA to allow companies to keep their IP. The companies benefit from building a portfolio of IP and NASA benefits by having a stronger vendor to work with. At this point, I'm less concerned with NASA paying for companies to develop their own IP since SBIR grants are already used for that. This is a great way to build up a stronger Space Industry.
